Caramel Candy Bars

14 oz. caramels
1/3 c. milk
2 c. flour
2 c. oats
1 1/2 c. brown sugar
1 tsp. baking soda
1/2 tsp. salt
1 egg
1 c. butter or margarine
16 oz. chocolate chips
Heat caramels and milk until smooth. Mix flour, oats, sugar, soda, salt egg and butter until crumbly. Press half of the crumb mixture into a greased cake pan. Bake 10 minutes at 350. Then put on chocolate chips, caramel/milk mixture and top with remaining crumbs. Bake for 20 – 30 minutes
