Stuffed Green Pepper Soup

2 lb. hamburger
2 qt. water
1 – 28oz. can diced tomatoes
1 – 29oz. can tomato sauce
1/2 c. uncooked rice
2 c. chopped green peppers
2 beef bouillon cubes
2 tsp. salt
1/4 c. sugar
1 tsp. pepper

In 6 qt. kettle brown beef and drain. Add remaining ingredients and bring to a boil. Reduce heat. Cover and simmer 40 minutes or until tender
